Fed doesn't dictate the fed funds rate, they tagret it through open market operations.  Set the tagret at 0-.25, and if the rate starts to approach .25 they buy bonds to increase price and lower yields.Speaker also misses the very real point that one man's borrowing requires another man's savings, at least if you want the borrowing to be anything but expansion of the nominal money supply.
